Submission to NZ Justice Department on the effectiveness of the Act at reducing the incidence of domestic violence and the effectiveness of the Act in terms of not having any perverse outcomes - for example increasing men's suicide.
The finding was that the Act had reduced overall homicides of women by 0.5 death per year (not statistically significant) and contributed to a substantial increase in men's suicides.
As the Act has considerable cost to operate and has larger perverse outcomes, than desired outcomes, it is counterproductive.
